Comprehensive Health Association Of North Dakota
The Comprehensive Health Association of North Dakota (CHAND) was created by the North Dakota Legislature in 1981. The initial purpose of CHAND was to provide health coverage to residents of the state who were considered to be in a high-risk health category and had been denied health insurance or had been offered restricted coverage due to health problems. In 1997, North Dakota’s Legislature opted to utilize CHAND as the federal “fall-back” mechanism for portability, providing its residents with access to CHAND as a HIPAA qualified individual. In 2003, CHAND became an insurance vehicle for North Dakota residents that are eligible for assistance with health premiums through the Federal Trade Adjustment Assistance Reform Act (TAARA) of 2002.
North Dakota Medicaid
Medicaid was authorized in 1966 for the purpose of strengthening and extending the provision of medical care and services to people whose resources are insufficient to meet such costs. Corrective, preventative, and rehabilitative medical services are provided with the objective of retaining or attaining capability for independence, self-care, and support. These services are extended to elderly, blind, or disabled individuals as well as to caretaker relatives and children to the age of 21 years. Funding is shared by federal, state, and county governments, with eligibility determined at the county level.
North Dakota currently receives a federal funding match of 67.49 percent. The state share of Medicaid costs is 32.51 percent. The Federal Medical Assistance Percentage (FMAP) changes annually on October 1.
